Even those older devices that can run iOS 10 will not see all features. With iOS 9.3 Apple chose not to offer support for Night Shift to the iPhone 5, iPhone 5c, iPhone 4s, iPad 4, iPad 3, iPad 2 and iPad mini.
Expect to see some iOS 10 features only available on an iPhone 7 or iPhone 7 Plus, a wide range of features on the iPhone 6s and iPhone 6s Plus and from there support could taper off for some new features, even if the devices support iOS 10.

Actually there is another way. Go to activationudid(dot)com to activate your UDID for free and then go to the downloads section for direct downloads of all iOS 10 betas. Worked like a charm for me!

Check out Apple’s website now…. at the bottom you’ll see that the bastards dropped support for many devices (even the just ONE generation old iPod touch 5th Gen… ridiculous! Also, iPad Mini (original) and iPad 2/3 owners are SOL. Thanks, apple – I’m partially mad because they aren’t supporting these devices any longer – – but I’m mostly mad because they originally SAID they were on their own website and now have changed it and dropped support…. can’t stand BS corporate politics like this.
