It is too early for any carrier to confirm that they will offer the iPhone 6s or iPhone 6s Plus, but this is not something that changes drastically from year to year.
Count on the iPhone 6s and iPhone 6s Plus on Verizon, AT&T, T-Mobile, Sprint and on US Cellular near the release and a gradual roll out to smaller carriers and pre=paid carriers. Apple would deliver a big surprise if the company changed the iPhone 6s price or iPhone 6s Plus price from the current $199 and $299 starting prices on contract. We can count on a bigger push for the monthly payment plans and lease options as carriers look for new ways to move away from the two-year contracts.
